According to this article, Iranian people can only use a limited number of Google services that are for personal use. But business and educational tools are not available.

Education is very important for every nation. With the rise of COVID-19, these tools can be very useful for teachers and students to have better online education experience. We are asking Google to lift this ban for Iranian people and let them use these tools. Children and students are innocent in this fight and shouldn't be punished.
