Change Google Terms of 18 Year Old Eligibility for Google CodeJams

Millions of young children pursue a technological background and doing that an early age is an encouragement for success. Google is graciously allowed 13 year old kids and students, or above to participate in their coding competition (CodeJams). However, the national, on-site, tournament is restricted to 18 year old students and adults.
This is very unfair to the younger kids that work hard, but cannot obtain a title for the championship, even if they would possibly be able to win. These children would always have another person that is over 18 year old with them at all times, yet Google continues to restrict younger kids from pursuing these on-site championships.
