Academics for Good Governance

In the context of the imminent election, we are expressing a collective view, not dependent on our specific political preferences, in the hope of being of service to the community, including our students - past, present and future.

To this end, we have restricted ourselves to the principle of good governance, which we believe should be the most important criterion by which government performance is assessed. We note that corruption eradicates good governance, and, in the absence of good governance, corruption flourishes. We also note that a strong public trust in the institutions is fundamental for the good functioning of democracy and for the well-being of the people.  

 In line with this principle, we believe that any government should: 

a. Follow the rule of law: Everyone, including government itself, is accountable to laws which are equally enforced and are independently adjudicated.

b. Be accountable: Political leaders must be answerable for the consequences of decisions they make on behalf of the country.

c. Be transparent: Transparency allows the electorate to understand and  scrutinise the decision-making process ensuring that decisions are taken in the interest of the common good.

d. Be equitable and inclusive:  The country’s wellbeing can only be assured if the interests of all, including future generations and especially the most vulnerable in society, are taken into consideration.

e. Be meritocratic: The best people are selected according to merit rather than by political affiliation or nepotism, thus allowing everyone to aspire to fulfil their potential.

 It is our duty to ask those vying to govern Malta to uphold these values and to work towards strengthening public trust in the institutions.

L-Akkademiċi favur il-Governanza t-Tajba

Issa li l-elezzjoni qiegħda magħna, qegħdin nesprimu opinjoni kollettiva li ma tiddependix mill-preferenzi politiċi ta’ kull wieħed u waħda minna, u dan qed nagħmluh biex inservu lill-komunità, inklużi l-istudenti tagħna tal-bieraħ u tal-lum.

 

Għal din ir-raġuni qed nillimitaw ruħna għall-prinċipju tal- governanza t-tajba, li nemmnu li għandu jkun l-iktar kriterju importanti li bih niżnu r-rendiment tal-gvern. Aħna nagħrfu li l-korruzzjoni teqred il-governanza t-tajba u fejn ma nsibux governanza tajba, issaltan il-korruzzjoni. Nagħrfu wkoll li l-fiduċja tal-kotra fl-istituzzjonijiet hija fundamentali kemm għat-tħaddim tad-demokrazija kif ukoll għall-ġid komuni.

 

Għaldaqstant, nemmnu li kull gvern għandu:

a.       jimxi skont il-liġi: kulħadd, anki l-gvern, huwa suġġett għal-liġijiet tal-pajjiż, li għandhom ikunu l-istess għal kulħadd u ma jħarsux lejn l-uċuħ.

b.      jagħti rendikont ta’ għemilu: il-mexxejja politiċi għandhom jerfgħu r-responsabbiltà tad-deċiżjonijiet li jieħdu għall-pajjiż.

c.       ikun trasparenti: it-trasparenza tagħti lill-elettorat l-opportunità li jifhem u jgħarbel il-proċess tad-deċiżjonijiet, u b’hekk niżguraw li d-deċiżjonijiet li jkun ħa l-gvern ikunu tabilħaqq għall-ġid komuni.

d.      ikun ġust u inklużiv: jista’ jkollna pajjiż b’saħħtu biss jekk inżommu quddiem għajnejna l-interessi ta’ kulħadd, fosthom tal-ġenerazzjonijiet futuri u b’mod speċjali ta’ min hu l-aktar vulnerabbli fis-soċjetà.

e.       ikun meritokratiku: fil-ħatriet, in-nies għandhom jitqiesu skont il-mertu tagħhom, u mhux bil-partit jew bin-nepotiżmu, u b’hekk kulħadd jista’ jaspira li jwettaq il-potenzjal tiegħu.

 

Huwa dmir tagħna li nippretendu minn min qed jirsisti biex jiggverna l-pajjiż li jħares dawn il-valuri u jħabrek biex isaħħaħ il-fiduċja tal-kotra fl-istituzzjonijiet.
