In Venezuela, currently, we are experiencing a situation that is affecting profoundly the Pagan community, is a situation which violates our religious freedom. 

Religious freedom was established at the Universal Declaration of Human Rights of the United Nations General Assembly of December 10, 1948.  It was also ratified in The UN Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief, passed on November 25 1981. This right is also contemplated in the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities Adopted in New York 18 December 1992. Religious freedom has also been enshrined in the Constitution of the Bolivarian Republic of Venezuela, in Articles 59 and 119.

On January 23, 2020, in the State of La Guaira, under the power of the Governor, a governmental decree, under the No. 034-2020 was issued and put into immediate effect; it was issued in the Extraordinary Official Gazette of the State of La Guaira, under No. 1. 427, the same date. This decree states that, as from the date of its publication in the gazette, the practice of rituals within that specific territory of the Venezuelan country is completely prohibited, this being the only State in the country that expressly prohibits the development of ritual practices, which, according to its wording, cannot be performed either publicly or privately. According to the Governor of this state, these religious practices attempt against the public order, the touristic nature of the state and its ecosystem, demarcating also that it is among his faculties as Governor, the duty to regulate the situations when the practice of a religion collides or is contradictory with that of another religion, thus assuming that there exists supremacy or preference of a religion over others, without specifying which one.

The fact is, that the publication of this gazette, which contains only twelve recitals and three articles, has an obscure undercurrent, and because of this gazette, many of the citizens who have different belief systems as Wiccans, Heathens, Hedge Witches, Practitioners of Afro-descend Ancestral traditions, other indigenous related traditions, and pagans in general,  have been persecuted and put under arrest by the Venezuelan justice system, for the mere fact of practicing religious rituals within the territory of La Guaira or for the simple fact of carrying magical tools that are usually used within our religious rituals, such as athames, staffs and cauldrons. This is a critical fact that not only violates our freedom of choice, our free will, but it also undermines the freedom of religion and the struggles that has been going on throughout human history, for non-mainstream beliefs to be recognized and respected. It is a deplorable fact that attempts against our freedom of thought and conscience; it is a fact that threats to take us back in time to obscurantism where our religious practices were hidden in order to survive.

These are dark times in Venezuela; the fact of not acting quickly on this decree that today only affects one state in the country and that tomorrow could be promulgated in the rest of the national territory, could mean that the burning times of the medieval era could return, and the modern witch-hunts perhaps would not mean to be burn in bonfires to “purge"us of our religious beliefs, but could mean that innocent people could be detained indefinitely simply because they profess a different faith. Dark times, where we cannot go to natural places or even erect a temple because our religious practices are being made illegal, are being turned into a crime.

 While it is true that in Venezuela, practicing pagans are not a substantial majority, it is also true that we are citizens and that we make life in this country, a country full of cultural richness and diversity.  As citizens, we ask for the support not only of the pagans who make life in Venezuela; who are working tirelessly to assert our rights; but we also ask for the support of the entire international pagan community, so that we can add their voices to the demand that this decree be annulled, and thus prevent this outburst from spreading throughout the national territory. Likewise, we are calling for the rulers to rethink, this issue, to respect the fundamental rights and guarantees of the human being and to respect the legal system in force in Venezuela.

Furthermore, the members of the Venezuelan Neopagan Union (UNV), as spokespersons and guarantors of the rights of the pagan community in Venezuela, we express our solidarity to our brothers and sisters of all pagan currents and other traditions that make life in Venezuela, especially to the community that makes life in the State of La Guaira, who are being affected and persecuted by this decree. Since we took notice of the content of this governmental decree, we are working harder for the education and awareness of the Venezuelan community and its rulers about what pagan and neopagan traditions are, in order  to make them understand that our religious practices do not attempt against the ecosystem of the forests, parks, rivers, beaches, lakes and plains where they are carried out by our religions, since, it is part of our creed the respect and preservation of nature, therefore, of all natural spaces. 

The Venezuelan Neopagan Union, as representative and speakers of the Venezuelan pagan community, ask the international pagan community and the community in general to join their voices to ours, joining in support to our struggle, so that the rights of Venezuelan pagans to have their own faith and to profess it freely continue to be guaranteed in Venezuela. This way, together, as one community, we shall achieve the dismissal of the decree which today restricts our religious freedom, which violates our fundamental rights as human beings, our freedom of conscience and thought, as well as our free will.  

Let’s raise our voices together as one so that the struggle we have fought for recognition and respect for our beliefs shall not be in vain!

Petición para que rituales paganos o heathens no se convierta en un delito en Venezuela 

En Venezuela actualmente estamos viviendo una situación que está afectando profundamente a la comunidad pagana y esotérica en general, es un hecho que atenta contra nuestro derecho a la libertad de culto y religión consagrado en la Declaración Universal de los Derechos Humanos de la Asamblea General de las Naciones Unidas del 10 de diciembre de 1948; ratificado en La Declaración sobre eliminación de todas las formas de intolerancia y discriminación fundadas en la religión o las convicciones del 25 de noviembre de 1981 y contemplado en la Declaración sobre los derechos de las personas pertenecientes a minorías nacionales o étnicas, religiosas y lingüísticas del 18 de diciembre de 1992, además consagrado en nuestro País en los Artículos 59 y 119 de la Constitución de la República Bolivariana de Venezuela.

El hecho es que, el día 23 de Enero del año 2020 en el Gobernador del Estado La Guaira dictó el Decreto Número 034-2020 publicado en la Gaceta Oficial Extraordinaria del Estado Número 1.427 mediante el cual se prohíbe la práctica pública y privada de rituales, pues a criterio del gobernador de dicho estado, atentan contra el orden público, la naturaleza turística del estado y a su ecosistema, demarcando también que está entre sus facultades como gobernador, el deber regular las situaciones cuando la práctica de una religión colide o sea contradictoria con la de otra religión, suponiendo así que existe supremacía o preferencia de una religión que está por encima de otras, sin especificar cuál.

Es el caso, que el haber publicado esta gaceta contentiva solamente de doce considerandos y tres artículos, tiene un trasfondo oscuro, por el cual hoy día muchos de los ciudadanos que profesan fe esotéricas como los practicantes de la religión wicca, heathens, asatru, brujería de tradiciones familiares, paganos en general, practicantes de tradiciones afrodescendientes y afines han sido perseguidos y puestos a la orden de la justicia venezolana por el sólo hecho de practicar rituales religiosos dentro del territorio de la Guaira o por el simple hecho de llevar consigo herramientas mágicas que son habitualmente utilizadas dentro de nuestros rituales religiosos, como lo son athames, báculos y calderos.

Este es un hecho crítico que, no solamente vulnera nuestros derechos de libre elección, es decir, nuestro libre albedrío, sino que también significa un detrimento de la lucha religiosa que a lo largo de la historia de la humanidad se ha venido desarrollando en todo el mundo para ser reconocidos y respetados, es un hecho deplorable que atenta contra nuestra libertad de pensamiento y conciencia, es un hecho que significa retrotraernos a la época del oscurantismo donde nuestras prácticas religiosas se vieron en la necesidad de ser ocultadas para poder sobrevivir.

Son tiempos oscuros los que se vaticinan en Venezuela; el hecho de no actuar con celeridad sobre este decreto que hoy día solo afecta a una parte del estado del país, pero que mañana puede promulgarse en el resto del territorio nacional, significando así que la época ardiente de la era medieval pueda volver a nuestros tiempos, regresando a la época de la cacería de brujas donde en la modernidad quizás no sean hogueras que ardan para “depurarnos” de nuestras creencias religiosas, sino que sean celdas donde personas inocentes estén detenidas indefinidamente por el simple hecho de profesar una fe distinta, donde no se pueda ir a sitios naturales o tan siquiera erigir un templo por qué nuestras prácticas religiosas están siendo convertidas en un hecho ilegal, en un delito.

Si bien es cierto que en Venezuela, los paganos practicantes no somos una mayoría considerable, es también cierto que somos ciudadanos y que hacemos vida en este país lleno de riquezas y diversidades culturales, y como tal, pedimos el apoyo no solo de los paganos que hacemos vida en Venezuela; quienes estamos trabajando incansablemente por hacer valer nuestros derechos; sino que también pedimos el apoyo de toda la comunidad pagana internacional, para que sumemos voces solicitando que dicho decreto sea anulado, y poder así evitar que este exabrupto se expanda por todo el territorio nacional; de igual forma estamos haciendo un llamado a la recapacitación de los gobernantes, al respeto de los derechos y garantías fundamentales del ser humano y al respeto del ordenamiento jurídico vigente en Venezuela.

Del mismo modo, los miembros de la Unión Neopagana Venezolana, como voceros y garantes de los derechos de la comunidad pagana en Venezuela nos estamos solidarizando con nuestros hermanos de todas las corrientes paganas y de otras tradiciones de fe esotéricas que hacen vida en Venezuela, especialmente con la comunidad que hace vida en el Estado la Guaira, quienes se están viendo afectados y perseguidos por este decreto; es por lo que, desde el conocimiento del contenido de este decreto gubernamental estamos haciendo con más fuerza nuestro trabajo para la educación y concientización de la comunidad venezolana y sus gobernantes sobre lo que son las tradiciones paganas y neopaganas para concientizar el hecho de que nuestras prácticas religiosas no atentan contra el ecosistema de los bosques, parques, ríos, playas, lagos y llanuras donde son realizados por nuestros religiosos, ya que, es parte de nuestro credo el respeto y preservación de la naturaleza, por ende, de los espacios naturales.

Ahora bien, la Unión Neopagana Venezolana como representante y portavoz de los miembros activos de la comunidad pagana de Venezuela, hacemos un llamado a la comunidad pagana internacional y a la colectividad en general para que unan su voz a la nuestra, sumándose en apoyo de nuestra lucha, para que los derechos de los paganos venezolanos a tener una fe propia y a profesarla libremente, se sigan garantizando en Venezuela; y que entre todos logremos que el decreto por el cual hoy se coarta nuestro derecho a la libertad de culto y religión, sea derogado por atentar contra los derechos fundamentales del ser humano, la libertad de conciencia y de pensamiento, así como, defender nuestro derecho al libre albedrío como una sola comunidad.

¡Alcemos la voz todos juntos como una sola comunidad para que la lucha que hemos librado y que libraron nuestros antecesores, donde se logró el reconocimiento y el respeto por nuestras creencias, no sea en vano!
