With the cookie supply shortage, it has put even more stress on troops and girls to meet the Council's "per girl average" targets to increase the base proceeds per box the troop receives. While being an "Early Bird" troop is within a troop's control and provides incentive to renew memberships early, the supply shortage is not in troop control. Additionally "per girl average" targets create unfair disparities between girls in troops, where families that cannot afford to take on the risk of being stuck with inventory may not sell as much to reach that target. 

The Council has the power and ability to eliminate the "per girl average," at a minimum for this Cookie Season, and we respectfully request the Council listen to its girls and its members and drop "per girl average" targets to reach the next levels of the per box proceeds to the troop. The base should then be .85, and if a troop is EB, they should get .95/box.
