Safeguarding does not continue over 18 in scouting. For example, if someone was to do something bad (even a criminal offence) to someone else and was not prosecuted once they both turn 18 scouting no longer protects the victim, for example, by ensuring they do not have contact. This is not right on many scales. Adults can still be vulnerable and the scouting movement should have safeguarding for every member as I believe this is best practice.
