PLEASE SIGN OUR PETITION TO DEMAND GILROY CITY COUNCIL REMOVE THE "NO TURN" SIGNS PROHIBITING VEHICLE ACCESS ONTO WELBURN AVE. FROM MANTELLI DRIVE. 

The community of upper Welburn Ave. consists of 37 addresses between Santa Teresa Blvd. and Mantelli Drive.  We all know as Gilroy grows, all Gilroy streets experience increased traffic and safety issues.

21 Welburn residents met with Gilroy officials requesting traffic calming measures.  Although no documented traffic data supported the request, the City of Gilroy contracted Hatch Mott McDonald at minimum of $4,680.00 to do a stop sign warrant evaluation on Welburn Ave. between Santa Teresa & Mantelli. The Welburn residents rejected a stop sign in their neighborhood claiming it would “devalue their properties.”  $4,680.00 taxpayer dollars down the drain. 

Welburn Ave. residents continued to request "traffic calming measures", just not a stop sign.  Though limited pre-data collected years prior on Welburn showed no speed or volume issue existed or a warrant for "No Turn" signs on Welburn, the Gilroy City Council approved (on 11/21/16) an additional $25,000.00 to install temporary traffic calming measures consisting of striping on Welburn, "No Turn" signs (prohibiting all vehicle access to Welburn from Mantelli Dr.) and data collection (after the fact).

Immediately following implementation of the temporary traffic calming measures on Welburn in Dec. 2016, the surrounding neighborhoods felt the impact of the increased traffic funneled onto their neighborhood streets from the Welburn Ave. semi-closure.  Neighbors from surrounding neighborhoods met, came together and discussed what to do.  They walked the surrounding neighborhoods gathering signatures from over 500+ residents that were presented to the Gilroy City Council demanding 1).  Council remove the "No Turn" signs onto Welburn Ave. and 2). Council create a citywide policy that would address traffic calming measures for ALL GILROY streets making Safe Streets for All of Gilroy's growing neighborhoods. At the February 27, 2017 City Council meeting (http://www.cityofgilroy.org/AgendaCenter/ViewFile/Minutes/_02272017-1161 City Council voted to conduct a city wide traffic calming study that will hopefully lead to a Citywide traffic calming policy but voted to keep the Welburn Ave. temporary traffic calming measures in place.  

Why?  Council Member Bracco (lives approx. 750' of Welburn) but appropriately recused himself as he lived near Welburn Ave.  Council member's Dan Harney (lives within approx. 495' of Welburn) and Council Member Paul Kloecker (lives approx. 385' of Welburn) didn't recuse and voted to keep Welburn semi-privatized.

Gilroy taxpayers pay to maintain all our Gilroy streets and keep them safe.  We don't believe the taxpayers should subsidize a semi-privatized Welburn Ave. for the benefit of Gilroy City Council Members & 21 residents.

The Gilroy City Council has marginalized over 500 residents demands to remove the "No Turn" signs that are continuing to negatively impact all the surrounding growing neighborhoods of Gilroy.
