Through this petition, we would like to respectfully request the implementation of the criterion of "sporting advantage" in the knockout stage of all competitions organized by FIFA since 2019 and sending recommendations to the continental federations (such as UEFA, CONMEBOL, CONCACAF, OFC, CAF and AFC) where the aforementioned implementation is sought.
The "sporting advantage" is one where, in the event of a draw between two teams in a knockout phase, the first tiebreaker is the tournament's team rankings between them, resulted in the position obtained during the phase groups (first, second or third place), the number of points, goal difference, number of goals scored, etc. For example: if team A and team B ties 0-0 in a tournament's quarter-finals but team A managed to obtain 12 points (after to win all their matches at their group stage and also achieve a new victory in knockout round of 16) during tournament while team B only managed to obtain 9 points (after winning only 2 out of 3 matches in group stage, but also winning their match in round of 16), then team A would advance to semifinals by "sporting advantage" criteria.
The undersigned believe that the concept of "sporting advantage" overcomes the unsolved problems in existence under the current tiebreaker criteria of "extra time" and "penalty shoot-out" and others applied in the past like the "golden goal" or the "silver goal":
- It will always supports the best performing teams during the tournament, reaching a better "justice" component.
- It will end the common practice of speculative football in the knockout stage, where the two opponents prefer to keep the zero on their goal throughout the match, including extra time, in order to bet their way on the next round or the trophy in the penalty shoot-out. Under "sporting advantage", at least one team shall be bound to take an offensive stance in the match, knowing that a draw would leave them eliminated from the tournament, allowing a possibility for an open and entertaining football match.
- Since all matches will end once played 90 minutes (except in extremely rare cases where two teams could have an absolute tie in all the settings, forcing to a extra time and a penalty shoot-out), the "sporting advantage" criteria will protect footballers against unnecessary and additional physical and psychological wastage, improving the tournament's overall level of play.
The proposed criteria, moreover, is not a recent invention: currently it is used long ago in football leagues like Argentina, where it is used in promotion and relegation matches, and Costa Rica, where it is used, precisely during the knockout stages to define their national champion. And even a close concept is used to define the Copa Libertadores' clashes between the teams in the knockout stages.
In conclusion, the undersigned believes that the implementation of the "sporting advantage" criteria will give football a huge qualitative leap forward by rewarding national teams dedicated to creating a show for their fans and for all fans of the beautiful sport.
