Allow Pet Dogs in GHMC Parks.

Allow Pet Dogs in GHMC Parks.
Why this petition matters

I believe humans have taken away lawful space for animals with their concrete jungle. Dogs have the right to space, run around and not be confined.
The Animal Welfare Board of India has set guidelines which clearly state that banning the entry of pets into public spaces, lifts and parks is unlawful. Our constitution ensures compassion for all humans and animals. In the colonial era, the signboards read, " INDIANS AND DOGS ARE NOT ALLOWED". After India's freedom signboards in public places read, " DOGS ARE NOT ALLOWED" and this continues even after 75 years of Independence.
GHMC has no policy for dogs to date, Hyderabad has only 1 Official Dog Park while banning entry in most GHMC Parks. This leads to regular harassment of pets and their owners by some who love to take the law into their hands. Moreover, the pets are safe, immunized and registered whereas the stray dogs roam freely and dangerously uninterrupted anywhere. In developed nations, dogs are friendly and regular travellers in Metro, buses, trains, and stores and they are comforting to the sick and depressed. Why can't we learn from them?!.
It's also about Culture and Understanding Animals. Many people fail to understand animals. That is where a gap occurs between pet owners and laymen.
The GHMC parks in my area are “Maintained” by the local colony heads. They are closed and opened at their will, reducing traffic to the parks. These middlemen should be removed. The parks should be controlled-maintained-staffed directly by the GHMC.
Hyderabad is a compassionate & pet-loving city. With limited facilities for pets, and the laws of the land as well as Animal Welfare Board of India notifications, supporting freedom for the usage of parks for pets, GHMC should be responsive and kind enough to consider its decision and allow pets in the parks. We can understand that the comfort and safety of its users and walkers are paramount but we are happy to co-collaborate to ensure this has our full support.
However, given the sensitivity of other users, and the environment, we fully support that rules should be strict on leashing dogs and picking up pet poop. There should be strict fines on this so that there is no negative effect or problems for others. Dog lovers will be happy to self-regulate to ensure the park aesthetics & cleanliness, as well as park standards, are kept up.
We can start by converting the parks or just allowing pet dogs to at least 1 GHMC Park per GHMC Circle. Given that the parks have enough area for pets and people to roam.
Why in today's India should we be devoid of healthy life for ourselves and our animals?
Therefore, please open up public spaces to pets as well as they don't have a separate planet for them.
