The redistricting processes shall be redrawn every 10 years based on the data collected in the census. Each state must commission an independent legislative redistricting agency to redraw its congressional districts.  

The commissioners have to be 5 from the majority party, 5 from the second-largest, and 5 who don’t affiliate with either the largest/second-largest party, the total is 15 commissioners. 
Commissioners have to be from the state, and can’t be major political donors, lobbyists, or relatives of legislators from serving on the commission. 
The commission would be required to hold at least 10 public meetings – 5 before the plan is drawn and 5 after an initial plan is created but before it is finalized.
The commission would make resources available to public members to permit them to draw their own maps, understand the process and submit comments.
Commissioners must draw maps based on previous election data in order to ensure a map that accurately represents the political views of the public.
Adopting a plan would require a vote of at least nine commission members, including at least three members from each subgroup (Republicans, Democrats, and unaffiliated). The plan also must be approved by that state’s Supreme Court. 
If the commission were unable to adopt a plan, it would hire a special master to draw the districts.
Certified maps shall not when considered on a statewide basis, unduly favor or disfavor any political party, they can’t be partisan.
