John Doyle started this petition to Georgia State Senate and

Georgia State Representative Roger Bruce, District 61, authored HB 121, which expands the City of South Fulton’s boundaries by legislative annexation. If HB 121 were to pass this would place all of the Fulton Industrial Boulevard District into the City of South Fulton, WITHOUT ANY OF THE PROPERTY OWNER’S CONSENT!

This isn’t Representative Bruce’s first attempt at grabbing the entire Fulton Industrial Boulevard District solely for the City of South Fulton.

Governor’s Veto Statement 

"House Bills 131 and 132 relate to repealing the constitutional amendment creating the Fulton County Industrial District (FCID) and then annexing the property into the City of South Fulton. The FCID is the only portion of Fulton County that remains unincorporated after the creation of the City of South Fulton in 2016. The FCID, however, cannot be annexed by any municipality due to a pre-existing local constitutional amendment to the Constitution of Georgia and enabling legislation. There has been continued debate between the City of Atlanta and the City of South Fulton as to which city this district should belong, the cities and PROPERTY OWNERS involved, though, need to first come to an agreement to determine the future of the FCID. For the foregoing reasons, I hereby VETO HB 131 and HB 132. "

Governor’s Veto Statement

“House Bill 870 annexes the Fulton County Industrial District (“FCID”) into the City of South Fulton.  The FCID is the only portion of Fulton County that remains unincorporated after the creation of the City of South Fulton in 2016.  The FCID cannot be annexed by any municipality due to a local constitutional amendment to the Constitution of Georgia dating to 1979.  The FCID is unique in that it consists of predominantly commercial and industrial properties, therefore only the relatively small number of residents who apparently live in the district—not the majority of property owners and users—would dictate via referendum whether to incorporate the area into the City of South Fulton.  It is my belief that Fulton County citizens should first vote on repeal of the constitutional amendment before beginning discussions about annexation of this unique unincorporated, and largely non-residential, area into any city.  For this reason, I VETO HB 870.” 

 

With the passage and majority vote by Fulton County voters in November 2017 for referendum HB 869, the property owners in the Unincorporated Fulton Industrial District can now use current Georgia Law to annex into the City of South Fulton, City of Atlanta and the City of Douglasville if THEY choose. Which city they belong to, if they even choose to belong to a city or remain unincorporated should be their choice. They should be able to choose their local government. It should not be forced on them by edict. This bill takes that option away from the tax paying property owners.

It is time to organize by letting your voice be heard and maintaining awareness of this hypocritical and overreaching act. We need all fair-minded Georgia residents to understand the importance of opposing HB 121 by signing this petition, making phone calls, sending emails, and being present to show your disdain for this bill.

Allow the Fulton Industrial Boulevard District property owners to decide for themselves!
