Jessie Arnold started this petition to Georgia State Senate and

The Georgia State Judiciary Committee needs to abolish Georgia Mandatory Minimum Sentencing Laws. These laws contribute to the rapidly growing prison population, depression of our work force, and economic burden on tax payers. Georgia's recidivist statue prohibits parole for offenders who commit four or more felonies of any type. So this could mean prison as opposed to effective programs for addicts or economically distressed individuals.

Georgia tax payers are being lied to by Republicans who passed this discriminatory law. They were told that it would deter criminal activity, but in actuality this policy has cost tax payers upwards of $1 billion annually.

The federal government incentivized mass incarceration in 1995 by introducing the Violent Offender Truth in Sentencing Program or VOTIS which rewards states for passing tougher sentencing laws.

Georgia qualified for, and has received VOTIS funds totaling 82,211,036 since the programs inception. This is an incentive to incarcerate long-term.

Black offenders make up 85% of the population of prisoners serving under Georgia's recidivist statue. This prohibits their possibility of being granted parole even in crimes where there was no death or even for crimes without victims. It is evident that black offenders receive harsher sentences than any other ethnic group under this grossly discriminatory statue.

Tell the Georgia House and Senate Judiciary Committees to abolish Mandatory Minimum Sentencing and Georgia's flawed recidivist statue and implement reforms create a fair criminal justice process.
