Contact Your Representative to Oppose SB 346

The Society for Georgia Archaeology SGA started this petition to Georgia State House and

Stop Georgia Senate Bill 346 to save Georgia’s history! The bill exempts all state funded transportation project that cost less than $100 million from following the Georgia Environmental Policy Act (GEPA).

Current GEPA legislation acts as an insurance policy against unforeseen consequences that can and do take place when cultural resource studies are not conducted. Without these studies there is a real possibility of encountering burial sites, prehistoric sites, historic farmstead or houses, Civil War earthworks, or other resources of great concern to local communities. Transportation planners and project managers use environmental studies as guidance for how to avoid or minimize harm to sensitive resources. Without these studies, resources are encountered during construction, causing work stoppages, cost overruns, an unhappy public, and potential litigation. The GEPA process is time-tested and has prevented the loss of important resources that are integral to Georgia’s heritage while facilitating improvements to Georgia’s transportation systems.

The GCPA and SGA are working to advise the members of the House of Representatives and the members of the Transportation, Natural Resources and Environment, and Budget and Fiscal Affairs Oversight Committees of the GEPA process. A comprehensive understanding of the current law will help them make an informed vote either in opposition of SB 346 or with amendments that remove the arbitrary dollar amount and that provide protections for our archaeological and historic resources. We do not want to obstruct badly needed transportation improvements that are slated to begin as a result of the previously passed Transportation Funding Act 2015.
