A nationalized road system paid for by taxes instead of being privatized based on usage promotes overusage, causes congestion and car accident and increases carbon emissions and amount of time spent on roads. A privatized system paid for based on usage would decrease usage and fix the tragedy of commons suffered by the present road system.

Privatize the state road system. This allows those who do not use certain roads as much to pay less. Also, as less used roads and driving times cost less as with the Stockholm road system, people will use less use roads and times more frequently reducing traffic congestion, carbon emissions and the cost of fuel per road User. Where plans like this have taken place, incredibly desirable effects have been felt.
