Cyclists to wear or have on their bicycle, a clear identification number, similar to a car registration. This will enable them to be found, fined/ prosecuted for anti social or aggressive behaviour. 
It is now illegal to drive too close to a cyclist, car drivers can be fined and receive penalty points. This is made simple by the fact that they have a recognisable registration plate and with the help of head cams. Cyclists have no identification and often wear large dark glasses and other coverings to make identification nigh on impossible even with the most sophisticated dash cams. 
Riding two abreast on a winding country lane, making it very difficult to overtake and not moving over. Not using designated cycle lanes in busy roads, thus restricting traffic flow, are just a couple of anti social acts practised by some cyclists, to then get shouted at, verbally abused or even have your vehicle damaged goes unreported due to lack of evidence. 

It should be a legal requirement to have an  identifying number clearly displayed if cyclists wish to use the road system. This would reduce the number of road rage incidents as certain drivers would be able to identify the cyclist without confrontation
