It is important to learn from history so not to repeat its most tragic moments. Hushing up the history of the genocide of entire nations, destruction of documents and evidence and the inheritance of those who try to preserve these documents and evidence is a crime against all humanity. All who keep silent become complicit in this crime.

Appeal to the General Prosecutor of Russian Federation, the Commissioner for Human Rights in Russian Federation, human rights organizations, the United Nations High Commissioner for Human Rights and the United Nations Educational, Scientific and Cultural Organization (UNESCO) as well as to all people who did not lose their conscience:

 In the days when the surviving descendants of the Cossacks remember one hundred years from the official proclamation of the genocide of the Cossack people (reference 1), we are shocked that the Russian Federation continues to pursue those who continue telling the truth about the genocide. We are shocked by the fact that law enforcement and FSB bodies violate the RSFSR Law "On the Rehabilitation of Repressed Peoples" of 1991, the Decree of the Supreme Soviet of the RSFSR of July 16, 1992 No. 3331-1 "On the Rehabilitation of the Cossacks", as well as international norms.

In particular, in the Universal Declaration of Human Rights in Article 19, as well as in the International Covenant on Civil and Political Rights, adopted by resolution 2200 A (XXI) of the UN General Assembly on December 16, 1966, Article 19 states: "1. Each person has the right to hold opinions without hindrance. 2. Everyone has the right to freedom of expression; this right includes the freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, orally, in writing or by means of press or artistic forms of expression, or by other means of their choice.”

The Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities, adopted by the UN General Assembly on December 18, 1992. Article 4, paragraph 2, states: “States shall take measures to create an enabling environment that allows persons belonging to minorities to express their own characteristics and develop their culture, language, religion, traditions and customs.

The Council of Europe Framework Convention for the Protection of National Minorities, on 1 February 1995, Article 5 specifies that the member states of the Council of Europe and other States signatories to this framework Convention undertake to help create the conditions necessary to ensure that persons belonging to national minorities are able to maintain and develop their culture, as well as preserve the main elements of their identity, namely: religion, language, traditions and cultural heritage.

Also, in 1950, the European Convention for the Protection of Human Rights and Fundamental Freedoms was signed in Europe. In addition to the human rights listed in the international standard, in Russia, the list of human and civil rights is supplemented with the right to information.

 In violation of all the above-mentioned legal norms, on the initiative of those individuals who panickily fear the truth about the terrible crimes of the twentieth century, which their predecessors, the Bolsheviks, carried out, for several years has been going the persecution of Vladimir Petrovich Melikhov. The purpose of this persecution is to prohibit visitors from accessing the archives and expositions of the history of the Cossacks and to achieve the elimination of these expositions, which objectively show the entire glorious and tragic history of the Cossacks. This exposition is unique in the world and it has such a wide range of documents that make it possible to convey the truth and preserve the memory of the repressed people.

However, instead of supporting the activities of V.P. Melikhov and the provision of all possible assistance in preserving those unique exhibits and documents that he was able to collect and provide them for educational purposes to Russian society, the recent actions of FSB officers are extremely alarming and puzzling.

The Resolution on the conduct of operational-search measures No. 140 dated January 28, 2019, issued to FSB officers by the Leninsky District Court of Rostov-on-Don, states that “V.P. Melikhov carries out plans to create an extremist community and allows extremist statements aimed at undermining the security of the Russian Federation and forcibly changing the foundations of the constitutional system of the Russian Federation."

This totally absurd accusation is complemented by an even more absurd assertion that the expositions have “signs of the rehabilitation and propaganda of fascist symbols and paraphernalia” - which is an absolute lie.

 We appeal to the Prosecutor General of the Russian Federation and the Commissioner for Human Rights in the Russian Federation to immediately iinvestigate those in enforcement agencies who abuse the law in order to hide and destroy evidence of mass crimes of the organizers and perpetrators of the genocide. To prohibit the elimination of archival materials, to which again was banned access in 2014 for historians and genealogists. Otherwise, the image of state bodies of the Russian Federation in the eyes of its people and the world community will be identified with the repressive criminal Stalinist regime. We hope that the official bodies of Russian Federation will not allow such development and will regularly protect the interests of the peoples of Russia and its citizens in accordance with the constitution, as well as the Russian and international law.

 General Prosecutor has already once stopped lawlessness towards Vladimir Petrovich Melikhov when he was imprisoned in violation of the laws of the Russian Federation. We expect that this time the abuses of law enforcement will be stopped forever, that they will not be repeated, and the perpetrators will respond according to the law.
