Take Action To Protect Citizens and Sites Through Rule of Law

السادة والسيدات أعضاء المؤتمر الوطني العام المؤقرين 


تحية طيبة ومباركة
شهدنا الأيام القليلة الماضية إستنكاراً بالغاً من مختلف مؤسسات المجتمع المدني ولاسيما الشارع الليبي بوجه خاص، لما أقدمت عليه جماعات مسلحة من تجني سافر وهدم لأبرز المعالم التاريخية والإسلامية بمختلف المدن الليبية كطرابلس ومصراته ودرنة وزليتن.

خرج الليبيون في مظاهرات تنديداً وتعبيراً عن الرفض القاطع للأفعال المشينة التي تعتبر خروجاً عن القانون وسلطة الدولة وإنتهاكاً لإرادة الشعب الليبي، تم مواجهتها بعنف رغم سلميتها.
تم بالأمس (٢٦ أغسطس) التعدي بالضرب على إمام جامع ميزران وإحتجازه، كما تم التعدي على عدد من المتظاهرين ومحاولة إعتقال البعض الأخر في محاولة لإخماد هذه المظاهرات السلمية المشروعة في مشهد يعيد ذكريات القمع في عهد ظننا أننا لن نعود إليه.
نثمن عالياً مجهودات المؤتمر الوطني العام مسائلة الحكومة رغم غياب الحراك الفعلي الذي يرتقي لإرضاء الشارع الليبي.

نحن، كمواطنون ليبيون، سنواصل تظاهرنا السلمي، بالرغم من التهديدات التي وجهت إلينا من طرف تلك الجماعات المسلحة.
لقد أقدم الشعب الليبي على إنتخاب المؤتمر الوطني لتحقيق طموحاته المشروعة، وعليه فإن من مسؤوليته التحرك السريع والحاسم للمحافظة علي الحقوق العامة.
نحن هنا، نوقع هذه العريضة، طلبناً وحثاً لممثلينا في المؤتمر الوطني العام أن يتخذوا كافة الإجراءات اللازمة والعاجلة للتصدي لأي أفعال خارجة عن قوانين وسلطة الدولة قد تمس بهيبتها وبالحريات العامة ولاسيما الموروث الثقافي الإسلامي الليبي.

١- وضع الخطط الأمنية اللازمة لحماية أية مواقع أثرية تاريخية بمختلف المدن الليبية.

٢- حماية حق المواطنين الليبين في التظاهر السلمي والمطالبة بحقوقهم المشروعة.
٣- إصدار بيان يدين الهجمات والإعتداءات الحاصلة ووصف مرتكبيها بالخارجين عن القانون.

٤- مسائلة ومحاسبة مسؤلوا الأمن المناط إليهم حماية المواقع التاريخية والثقافية.

٥- التعهد بإجراء كافة التحريات لإخضاع كل من كان له يد في الإقدام على إنتهاك تاريخ وثقافة ليبيا.

يحين الوقت  ليبرهن المؤتمر الوطني العام أنه الشرعية الوحيدة لليبيا ولاشرعية لأي كيان أو جماعة خارجة عن سلطة الدولة.

To the Honourable President of the General National Congress and

Distinguished Members of the General National Assembly,

Over the last few days, the Libyan community and various civil society organisations have watched in dismay and growing anger at the recent incidents taking place in Libya.

On the morning of 27th August, criminals once again went about destroying historic sites throughout Tripoli. This continues a wave of incidents involving, but not limited to, the destruction and desecration of tombs and mosques in Tripoli, Misurata, Derna and Zliten. Libyan media’s attempt to report on activities has resulted in journalists and broadcasters being detained and questioned.

Efforts by Libyans to express their opposition at these incidents by practising their legal right to gather and demonstrate was met by a series of violent attacks on peaceful unarmed demonstrators.

On the 26th August saw the beating and unlawful abduction of the Imam from the Mizran Mosque. Several demonstrators were physically threatened and followed as they made their way home. The efforts to silence and intimidate those who demonstrate are now threatening to return Libya to a pre-revolution standard.

We appreciate the GNC's efforts to call in the Government for questioning but we have so far not seen this result in any action on the streets.

As Libyan citizens despite the threats we have received we are continuing to oppose these criminals and put all our efforts to prevent further actions taking place.

You as our elected official authority must act now.

The GNC must clearly claim its position on the protection, through the law, of Libyan's civil liberties, security and heritage.

We, the undersigned, as concerned Libyan citizens, activists and Civil Society Organisations, respectfully call on the GNC to take the following steps:


• That immediate security be put in place at sites already targeted and all remaining vulnerable sites in Libya be protected.

• That protection be provided for Libyans seeking to protest and express their legal right to demonstrate. Several threats have been made on the lives of protesters over the past couple of days.

• Immediately issue a public statement condemning these attacks on and proclaiming them to be criminal acts outside any legal process.

• To ensure the protection of those seeking to report the events in Libya

• To immediately begin to investigate officials responsible for security and protection of sites.

• To ensure that there is an investigation into the perpetrators of the destruction of the sites and bring them to justice. These crimes must be punished or they will continue.

This is the moment for the GNC to define itself and its authority. No action will mean that the power in the country is not with our democratically elected representatives but with unknown forces.

We urge you to act now on behalf of all law abiding Libyans. We plead with you to act now to protect our heritage.

Libya and the world is watching and we must show that we are a country that will be governed by rule of law. That those who seek to undermine that will be punished through the rule of law. Libyans demand that you act to provide them the security that was missing from our country for so long.

Lack of action or silence will empower those who want to deny Libya such security and will see this anarchy persist. Your actions will determine the path and progress of our beloved country.

This is your opportunity to show the leadership that we hoped for when we voted. Take it and show Libyans the lawful Libya we so desperately hope to be living in.

We, the undersigned, respectfully request that the General National Congress act immediately to take all necessary measures to prevent unlawful actions from taking place. The GNC must clearly claim its position on the protection, through the law, of Libyan's civil liberties, security and heritage.

Action must be taken before these criminals cause any further harm or damage
In response to recent attacks and desecration of sites in Libya, as well as attacks on demonstrators, detention of journalists and intimidation of protestors we as concerned Libyan citizens, activists and Civil Society Organisations call on the GNC to:

• That protection be provided for Libyans seeking to protest and express their legal right to demonstrate. Several threats have been made on the lives of protesters over the past couple of days.
