You have been encouraging the tenants not to pay their rent.  "Pay what you can and You won't get evicted".  There  are people that really needs help out there which we/landlord as our own free will can help and work out a solution case by case.  We don't need the government to us who we should donate our hard earn money.   For you to give a blanket statement telling all the tenants that they don't have to pay and they won't get evicted is allowing them do what ever they want without any consequence.

Landlord are not bank.  Its sound good that you are telling the tenants that this is only a rent deferment for 12 months.  However, how will the landlords be able to flow through the next 12 months with out any income?    We have our mortgage payment, property tax, insurance, utilities to pay?  We are not allow or giving the same 12 months repayment period?  

Why don't the government subsidize the tenants directly if you chooses to  tell the tenants not to pay their rent?  Why don't the government subsidize the landlord if the tenants don't pay? For example,   "Do you tell the people to take what ever they need at the grocery stores just because they are hungry and they will not be any arrest?"    No rules, laws and consequence?   This is open season for tenants not to pay?  Have they exhaust all means?  Have they applied for unemployment? Have they applied for the many job offer by grocery stores, UPS, Amazon and all the companies that are looking for workers?

Landlord are not banks.  Landlord are not welfare.   Landlord provide a housing service to the tenants.  We collect rent and we provide housing.  If the government want to give free housing than built your own housing.   Do you tell Auto dealerships and Auto makers that people can just come take a car or they don't need to make your car payments for 12 months?

The local county assessor  are not waiving property tax?  The state is not waiving the State Tax.  So why would you allow one section of society to receive something free (tenants) and make another sector pay (landlord).  That is force welfare to the property owners/landlords.   

The state wide  rent control is unconstitutional. 

The 12 months rent deferment that has en-acted is unconstitutional.

The not-allow to evict a tenant is unconstitutional.  

The landlord should have their own free will to choose to help who the landlord wants to help and not force upon us.
