JULISSA Garcia started this petition to Governor Gavin Newsom and

Salinas and Monterey county cosmetologists, estheticians, and body art practitioners are being crushed by the COVID-19 crisis.  We are independent contractors, hourly employees, and small businesses. We do not have the voice that the commercial unions have that has allowed them to continue to work with no sanitation precautions at all. You talk about allowing those that can reasonably operate, to do so. We are asking you to tell us what requirements we need to meet to be allowed to operate and tell us when it will be appropriate to do so.

A conversation needs to start about how we can safely interact with our clients when we are able to open again. The communication with our industry is lacking and needs to improve immediately.  We are self-employed, we do not qualify for the programs out there and unemployment is not coming soon enough for us to feed our families and pay our mortgages. We don't have comfy city jobs, where we can "work" from home.

We are trained in sanitation and understand the spread of pathogens and disease. We are required by the board of Cosmetology to do training yearly trainings to keep updated with sanitation. Body art practitioners go a step further and take an additional yearly test for bloodborne pathogens and obtain additional licences with the Monterey county health department to operate.  We have a thorough knowledge of how to prevent the spread of COVID and other diseases, help us to understand what else needs to be done for COVID-19 that we do not do. We know for certain that our industry does more to protect our clients and keep them safer than many of the stores and retailers you have allowed to continue operating.

We believe that one of your greatest challenges through this crisis is managing people's mental health, in this, salon professionals are absolutely essential! We change people's appearance for sure, but we are also their councilors and confidants, we remind them that everything is going to be okay. Salon professionals are essential to how people feel about themselves.  Unless that is what you are purposely trying to do?  You are not only placing people under duress due to their financial situations but now you're quite frankly in my opinion trying to have people have low morale and self-esteem. We agree that the health and wellness of our communities has to be our top priority. We need you to engage with us to ensure that this continues and we are allowed to work.

Governor Gavin your mandates and the idea that working outside in the elements without running water and performing personal services in a canopy is safer than being inside a business with air purifiers, hospital-grade disinfectants, running water and full PPE equipment with a 1/1 client ratio is absurd as well as imbecilic. You need to re-evaluate your data as well as your conscience and allow us to legally go back to work.   You have city officials at your disposal who can give you data on where COVID cases are coming from. They are not from our industry. You need to re-evaluate and communicate with us. The lack of leadership in California is repugnant.

We hope that this petition starts an efficient and swift resolution that will help us get back to work safely so we can provide for our families and serve our community as well as show the citizens of California that you are a governor that looks out for its citizens.
