By allowing people with a Bachelor's Degree in Education to Substitute Teach without having to pass the CBest Exam this will dramatically improve the quality of education in California.  California students deserve to have teachers who care about their education.  These test are costly and when people don't pass this sets them back. This can delay having quality educators working in the classroom.
