On the 22nd of March 2018 Mr Gert J Swart was suspended as the principal of Cullinan Combined school on allegations of mismanagement of the school, misuse of school funds and nepotism. His suspension raised many eyebrows and even resulted in some parents withdrawing the registration of their learners from the school. During the following month the school was placed under administration by the Gauteng department of Education. Mr Johnny H Hartzenburg was appointed as the administrator of the school and was introduced to the learners and staff by the district director; Mrs Rachel Mekwa. On the 24th of May 2018 the Member of Executive Council responsible for education in the province of Gauteng; Mr Andrek Lesufi visited the school and held a meeting to discuss the allegations against Mr GJ Swart and the future of the school. Mr Vuyo Kubheka who was the president of the RCL at the time handed over a report compiled and signed by myself to the MEC.
This report detailed the grievances of the learners and the learners’ input into the matters at hand. The MEC delegated the report and its matters t the district director, who the showed us how useless she was by not contacting us about this report till this day.
Due to the fact that we could not see a difference between the racist and incompetent administration of Mr GJ Swart that was full of nepotism and the racist and incompetent and unprofessional administration of Mr JH Hartzenburg, the president of the RCL and I decided to to compose an email to the office of the MEC on the 17th of September 2018 giving the office of the MEC 30 days to respond and meet with us regarding the report given to the MEC on the 24th of May 2018. The office of the MEC proved to us how useless it is by not responding. We therefore contacted the EFF in Gauteng and Fighter Nqobile Dlamini referred us to the Regional Secretary of the EFF in Tshwane with whom we agreed with; that we would meet with fighters she would send t us on the 29th of October
2018 at Wimpy in Cullinan. We handed over the second investigative report to Fighter Sydney Ngoako and fighters that accompanied him.
During the following month I was charged with assault of a female teacher and intimidation of a female teacher.
These charges were a smear campaign to tarnish my name and were exaggerations of what really transpired.
Lies were told to the disciplinary committee by the complainant that accused me of intimidating her.
On the 1st of November 2018 it was reported that Mr GJ Swart went on early retirement and that a new principal would be appointed by April 2019. On the 29th of November 2019 I was found guilty of all the charges against me by the disciplinary committee which had a composition that did not have racial representation. I therefore appealed the verdict and sanction which was a recommendation of expulsion. After consultation with my father it was decided that he would withdraw my registration from the school.
During the beginning of 2019 I contacted the newly elected president of the RCL to recommend that he go to the Gauteng Provincial Legislature’s portfolio committee on education to discuss the findings of the 2nd investigative report that are still issues in the school. The president of the RCL insisted that there was nothing wrong with the school.
After speaking to a few learners I discovered that the school was in a worse state at the time. I started to investigate the the state of the school and outlined the procedures and findings of the investigation in the State of Cullinan Combined School Investigative report. After the investigation I concluded that the current President of the RCL is not
determined to serve in the best interests of the learners in Cullinan Combined school. He was elected to serve the learners but he is dismally failing at that, because the learners of Cullinan Combined school are not expected to give him the mandate but it is the SMT and TLO that are expected to give the RCL (as a whole) its mandate.
It is quite evident that the MEC and the GDE as a whole simply do not care about the grievances of the learners of Cullinan Combined school.It is quite evident that the school is in violation with the objectives of its code of conduct, the school is failing in this dismally failing democracy of ours, since the views and opinions of the learners are undermined. The school does not care about the rights of learners especially black learners. It is quite evident that the school is still being mismanaged. It is quite evident that the school is in a better state than it was when Investigative Report 2 was handed over to the EFF in Tshwane, but the school must never be regarded as a good school. It is not just the matrix pass rate that should be considered but it is about the well-being of he and she that forms the centre of the school (which are the learners) that should be considered. The schools and department need to have RCLs part of every decision made since all the decisions made affect the learners. It was discovered that the learners in Cullinan Combined school are not all treated fairly because the different racial groups of learners are treated differently. Learners in the school are not given the chance to participate in decision making on matters affecting them. Learners are not disciplined with respect but are deprived of their dignity when disciplined. The school doesn't provide learners with clean drinking water since there were learners that complained about the water making them sick. Learners do not know that they may have member of the executive committee of the RCL present at a disciplinary hearing as an observer. Learners do not receive comprehensive notifications of suspension when suspended. Sometimes the learners are told not to come to school after a certain amount of time such as 2 days if their parents do not meet with Mr WJ Kraft. Cullinan Combined school has uncommitted teachers since learners asked certain teachers to provide them with extra classes but they said they won’t because they are not paid for that. The school usually offers sports such as soccer, hockey, cricket, netball and rugby but this year they only offered soccer and hockey for girls. Therefore learners couldn't participate in their desired sports respectively. There is a shortage of teachers in the school as the grade 10s were left without an English teacher since the beginning of the second term and only got an English teacher on Wednesday the 21st of August 2019.

They also didn’t have a Life orientation teacher for a period of about 2 weeks but got one on the 19th of August 2019. There was also no Computer Application Technology teacher for a month. The grade 8s didn’t have an English Home language and Afrikaans first additional language teacher for a period of about 3 months, but they eventually got these teachers not so long ago.
I will therefore consult with the Gauteng Provincial Deputy Chairperson of the EFF who is also a member of the Gauteng Provincial legislature to discuss on how we can handover the report and its supporting documents to the Gauteng Provincial Legislature before the end of November.
The demands of the learners are very clear which read as follows:
1. Demands:
1.1. The department must ensure that all High school learners have full understanding of school politics before electing class representatives.
1.2. We demand that the RCL is given the right and responsibility to hold its executive to account and for it to remove any member of the executive or its entire executive by a resolution of a majority of the RCL at any given time.
1.3. We demand that the number of learners in a SGB be equal to the number of parent members in a SGB in order for learners to be properly represented in SGBs
1.4. We demand that the SGB of a school officially becomes a body that does not just govern the school but holds the school's management to account.
1.5. We demand that there be a rotating group of GDE officials that are stationed at the school every day to ensure that the management of the school functions accordingly, these officials must include; an educational specialist, someone that specialises on school disciplinary matters. This group must rotate from school to school to ensure that no irregular and unethical relationships are an outcome.
1.6. We demand a department that does not fear change irrespective of which political party it is made of.
1.7. We demand that the MEC and all members of the Gauteng provincial legislature’s portfolio committee on education to visit the school within 14 days after the handover of this report to the portfolio committee
1.8. We demand that the school be fully transformed into a non-fee paying school because the learners do not see where their school fees goes since the is a lack of quality education.
1.9. We demand that the education system be de-unionised and that the department allocate 1 teacher per subject instead of 1 teacher per 40 learners.
1.10.We demand that every high school offer all the existing elective subjects so that learners don’t have to travel far in order to learn a specific subject, we therefore call for the abolishment of specialised schools
such as MSTA schools since they are practically implying that only science and technology learners are allowed at those specific schools.
1.11.We demand that Mr. WJ Kraft be removed from his position in the school and be removed from the school permanently.
1.12.We demand that these demands are transformed into legislature within 36 months.
