Career Development is a lie made by the school administration. There is no state requirement to job shadow or take a career development course. A course is meant to allow students to learn and administrators to evaluate a student potential. A class that is purely based on work doesn't accurately represent the potential of a student. While Career Development is important and useful, forcing everyone who goes through high school to attend it is unfair.

Career Development should remain a course but an elective. Someone who desires to have a more structured path to career research should be able to do so; similar to SAT Prep. Some people can do career development on their own without having to attend the class. More choice would make the high school experience much more positive.
