Neely, who was homeless and suffers with a mental illness, was arrested on a misdemeanor criminal trespassing charge Saturday. The officers who arrested him, identified as P. Brosch and A Smith, who were involved in an earlier arrest, lead him through the city’s streets  on a rope whilst they were on horseback. 

Photographs shared on social media show Donald Neely, 43, flanked by two mounted police officers. Neely’s hands are bound behind his back, and one of the officers is holding an attached thick blue rope.

This was completely unnecessary, appalling and degrading.
