Fully Fund ALL Baltimore County Public School Facilities Needs & Implement APFO

For years the State of Maryland has had inadequate funding levels to keep school facilities needs in Baltimore County up to date. This can has been kicked down the road for so long that now so many buildings are in such a bad state that Baltimore County has $4 Billion in facilities needs over the next 15 years and only half that in available funding at the state and county funding level. The county has the ability to pay for its share if the state can do the same. We are asking the state to fully fund all $4 Billion in facilities needs outlined in MYIPAS within the next 15 years so that all facilities ' needs in Baltimore County can be met within that time frame. Additionally, the Baltimore County Council initiated a task force to evaluate the Adequate Public Facilities Ordinance and this task force found that the ordinance needs to be changed because it contributes to over-development in overcrowded school zones leading to even more facilities overcrowding at a time when funding is below levels needed to remedy overcrowding and aging facilities. The Baltimore County Board of Education voted in support of all task force recommendations. We ask the County Council and the County Executive to implement all recommendations of the APFO Task Force.
