Left Turn Signal on Brickell Ave/15th Road

We have a dangerous and stressful traffic situation at the intersection of Brickell Avenue and 15th Road. (At St Jude and the Echo Building)
The construction of the Echo building has taken the right lane for years now. This means there is only one lane on Brickell Bay Drive to continue west onto 15th Road or make a right turn onto Brickell Ave. And drivers trying to make a left to go south on Brickell Ave have to wait and take their chances to make a turn which causes traffic to back up on Brickell Bay Drive. There is only a short turn-off lane that will accommodate about 3 cars and the rest of the cars must occupy the single lane which typically causes delays of up to 5-7 minutes at that light during rush hour.
Also, the fencing that encloses the Echo construction vehicles obstructs the view of drivers and pedestrians alike. I can't tell you how many times I've seen pedestrians just walking out into our single traffic lane because they can't see the cars and coming very close to being hit.
So, we have drivers who are trying to make a left turn taking risks and making bad decisions just to try to get through the traffic light and pedestrians walking into potentially fatal traffic flow.
This is dangerous, frustrating and extremely stressful. If effects our quality of life and is creating potentially hazardous situations on a daily basis.
We are petitioning the City of Miami for a left turn traffic light at that intersection. And we want to reclaim the right hand lane from the construction crews and in the interim, the fencing needs to be adjusted so that there is complete visibility.
