Frederick County Police Department: Fire the officers responsible for the homicide of Robert Saylor

On January 12, 2013 these men caused Robert Saylor, a 26-year-old Maryland man with Down syndrome, to suffocate and die because he wanted to watch a movie twice...but he had only paid for one ticket. When he refused to move from his seat, they handcuffed him and pinned him to the floor, causing him to panic and asphyxiate. These officers showed a lack of respect and understanding for a peaceful individual with an intellectual disability.

Lt. Jewell, Sgt. Rochford and Deputy Harris were unable to resolve the situation with Robert Saylor without using unnecessary force and violence. These officers show a lack of understanding for persons with intellectual disabilities. The fact that they continue to receive pay and benefits, despite the ruling of Mr. Saylor's death as a homicide is appalling. They should not be allowed to return to the police force in Frederick, or anywhere.
