Florida should build a hurricane-proof infrastructure

After hurricane Andrew, Florida created the strictest building code in the nation.  Buildings built to that code can theoretically withstand a category 5 storm.  Unfortunately, the state's infrastructure which provides electricity and communications still lags far behind. After even a moderate storm such as Irma, most residents will lose electrical power for days, weeks, or even longer.  This is unacceptable in a modern society where electricity and communications, including internet access and cable TV, are essential.  The Florida Legislature should require the state's utility providers to harden their infrastructure, including undergrounding all utilities,  within 5 years for all densely populated areas and within 10 years for the entire state.
