Limit the time on School Bus Transportation for Special Needs Children

My child will spend almost four hours a day on a school bus.
This morning my alarm went off at 5:15am so that I could get my special needs child ready for school. Although his school does not start until 7:45am, I have to have him ready because he catches the bus at 6:00am. An hour and forty five minutes each way is to long on the bus for any child, but especially a special needs child.
My child is 5 years old and is in kindergarten for the 2017-2018 school year. He was born deaf, has cochlear implants, and is unable to communicate his needs. He is also not potty trained and wears diapers. In the hour and forty five minutes (each way) to school, he may become agitated, scared, and possibly even soil himself, meaning he would ride the remainder of the way to school or home in a soiled diaper, which would lead to a rash or skin irritation.
Catching the bus at 6:00am is not my reason for this request to change. If my child had to be at school at 7:00am, this would be a reasonable accommodation. However, this is not the case. My child is is going to be on a school bus for an hour and forty five minutes to get to a school that is 12 miles, or max thirty five minutes, away.
My child isn't the only reason for this request. I believe that no child, especially a special needs child, should be on a school bus for almost four hours a day. This is unacceptable and needs to be changed. Please sign this petition to stand behind all parents who rely on bus transportation to take their child to and from school.
