Dexter Bowers started this petition to Florida Commission on Offender Review (FCOR) and

My goal is to gather as much support possible from friends and family to encourage the Clemency Board, the Governor and the DOC Secretary to TAKE TWO YEARS OFF my ten year minimum mandatory sentence.

One of the things I value most is honesty, even when I am speaking on myself, and that is why I want to write you this explanation.Upon doing a background check, you will see a felony on my criminal record and that I was charged with attempted armed robbery and armed burglary of an occupied structure in mid 2013. These are my first ever felony convictions. I was not thinking clearly at that time in my life and the fact remains I was wrong and I exercised very poor judgment. However, since my incarceration, I have made significant changes in my life. I want to take this opportunity to explain how I have amended my life since 2013.

I have participated in classes and received certificates upon completion of the classes . A few of these include: High School Diploma, Vocation in Wastewater Management through the University of Sacramento, Family Integrity Training (F.I.T), Anger Dynamics (18 hours ), United Christian Bible Institute Diploma (general bible knowledge I and II ), and Florida Department of Compass 100 Class, among others.

All of the above was self motivated and personally purchased by myself as an inmate at Florida State Prison from 2013-2018. I have now come to a place in my sentence where I have exhausted my personal achievements. I don’t have enough time in my sentence for programs that can help me. I’m not eligible for transition programs because my substance abuse scores on file in classification are too low and I have too much time for work release. I am in a place of my sentence where my chances of trouble increases with nothing more to occupy my time and my mind. My classification ranking is so low, it states that, “I will not return to prison after my release” yet I stand in a grey area in the criminal justice system where I’ve done my best to rehabilitate myself only to come be at place where I’m not limited by time, but held back because of it. Charles Dickens toured an isolation prison in the 1800’s and remarked: “I hold this slow and daily tampering with the mysteries of the brain to be immeasurably worse than any physical torture of the body“. I’m not speaking down on anyone or anything and I will never say that I don’t deserve to be punished for what I have done. This is why I have done all that I can do to better myself and pay my debt to society. I have a beautiful eight year old daughter and I am the only son of my mother with four other siblings. I can only submit the proper paperwork in my ‘Request for Review for Commutation of Sentence’ packet asking the above authorities to drop the minimum mandatory guideline of my sentence and take off two years so that I can have the opportunity to finish establishing myself for re-entry into society pushing me directly into work release . Right now I sit at a work camp doing whatever I can to stay focused for the next two years until I am eligible to participate in a work release program. I AM NOT asking for a pardon because in all honesty I deserved to be punished for my actions, I am merely respectfully ASKING TWO YEARS OFF of my sentence so the criminal justice system can have a chance to fully work in its rehabilitation of inmates and reintegration into society.

It is my hope that the information and explanation that I have provided has eased any reservations you may have. I have been given the opportunity to change my life and become a better person who has learned from the mistakes I’ve made in my past. No matter which way this petition may go for me, I continue to pray God’s blessings over you. Thank you for your time and your support.
