Fix CWELCC Now – Treat All Providers Fairly

The Issue

The Canada-Wide Early Learning and Child Care (CWELCC) program was meant to provide affordable childcare for all. But the reality has been far from that promise.

Across Canada—and especially in Ontario—families are being forced onto years-long waitlists. Many can’t return to work. Meanwhile, private childcare operators ready to serve high-need areas are being shut out of CWELCC funding, simply because they are not non-profits.

This isn’t equity. It’s discrimination—and it’s hurting families, working parents, and small businesses.

We believe:
✅ All licensed childcare providers—private and non-profit—should be eligible for CWELCC
✅ Families deserve real choice, not a system rigged behind closed doors
✅ The system should encourage expansion, not stifle investment through red tape and political preference

Private providers are being regulated like pseudo-non-profits: capped on earnings, over-regulated, and blocked from funding. That’s not how you grow a sector in crisis. That’s how you kill innovation and worsen access.

We are calling on Mark Carney and the Liberal Party of Canada to:
➡️ Launch a full public review of CWELCC
➡️ Ensure fairness and transparency in funding decisions
➡️ Protect parent choice and support small businesses in childcare
