Why should only people of Punjab get 300 Units of Electricity Free?

And why shouldn't everyone get first 300 Units of Electricity Free in NCT?

After all everyone is paying taxes, so why give only to selected few? First 300 Units should be at zero charge for everybody. That way everyone will benefit and also try to remain within the 300 unit level thus saving electricity.
