The Public Health and Wellbeing Amendment (Pandemic Management) Bill 2021 (Vic) (Pandemic Bill) seeks to enshrine a permanent system for the management of pandemics by our government. 

The Pandemic Bill contains unprecedented, wide-ranging powers that have caused significant concern amongst senior lawyers, human rights advocates, business professionals, medical professionals and others.

We call on the Victorian Government and all Members of Parliament to either:

1. Delay the passage of the Pandemic Bill to allow for more community consultation and debate; and/or

2. Make amendments to resolve the problematic aspects of the Pandeminc Bill, including;

a. Allowing judicial review on a merits basis.

b. Removing the ability of Pandemic Orders to apply to groups in a discriminatory manner.

c. Removing the ability to enter into any premises without a warrant and to then immediately detain people.
