Difficulty in handling Rs 2000 and Rs 500 rupee notes

Banks are refusing to accept Rs 2000 and Rs 500 notes with permanent markings. I completely agree with intention behind this move.This move will build culture of handling notes with care( so that they last longer) and encourage cashless mode of transaction.
Ordinary citizens many times receive Rs 2000 and Rs Rs 500 notes from ATM or bus stand or petrol bunks etc. It will be difficult to check each and every note and ensure that these are not marked at time of receipt .
I happened to see a senior citizen crying in front of Bank Teller when cashier politely refused accept note with ball pen mark. Some one around helped old man by erasing the mark using ball pen eraser. I thought of raising this petition on seeing this incident.
Ordinary people need a way to submit such notes at least with banks. To educate us government or bank can put fine of 1 to 2 rupees.
