process my health benefits

I have been employed by this agency for a year and four months now. I transferred over from another federal agency in January 2012. My private health benefits should have to transferred over at that time. Human Capital or Human Resources had messed up and seemed to have a pattern of messing up new employees and transfers' paperwork. Initially I had insurance coverage, up until 74 days ago. I had been paying copays and such for over the past year. Within the same week of me getting some unwanted health results and needing to schedule a follow up appointment, the company told me my benefits were cancelled by my employer. The insurance company had no additional information. So I immediately contacted my benefits department at my agency in which I work. Apparently it took 2 weeks for them to investigate and tell me that the employee that was supposed to process my benefits, was no longer with FEMA. I immediately contacted my union and it took another week to tell me that they would have to push my paperwork through as if I was a new employee and it shouldn't take longer than thirty days. I have, along with the the union, have been diligently contacting HR regarding this. I still have no benefits and there is no explanation as of why. The worst part about this is that I am a single parent and my son is covered under my insurance. We have been blessed to not have gotten seriously sick during this time but have been struggling. To be a federal employee and have this "fall through the cracks" is completely unacceptable. I cannot take my son to the ER without getting a bill for $1300. For my employer to know that the agency screwed up my insurance and demand a doctors note is absolutely absurd.
I do not wish this on anyone. Since it has been a little over 2 month and nothing resolved, I have no other option but to petition this.
