It is time for the FRA to stop the abusing horn protocols across this Country and come into the 21st Century. The 110-decibel limit is violent and damaging to all that encounter it, the residents, the business community, the commuters as well as the wildlife and all within ears shot. Louder does not mean safer. The FRA needs to co-exist with the residents and businesses that live and work near the train tracks and stations. The burden shouldn't be placed on towns to come up with 5 million dollars and years of studies and engineering to implement a quiet zone across every grade crossing in every town in America. That is NOT how they do it in Europe. The FRA must realize they are responsible for safety and should not be violating The Noise Pollution and Abatement Act of 1972. That means all grade crossings should have quad gates at their cost and the Train Horn Rule must go. It is overkill for most crossings that already have gates and sufficient safety features in place. The FRA needs to stop engineers from abusing the horn protocol where they hold down the horn and make the duration exceedingly painful. You may run the trains but you don't own our land nor our right for a peaceful environment.
