To the People of Guam,

I wrote this petition to request Federal oversight & involvement on the issues going on with the Government of Guam. As of late many issues have occured. However we shoud prioritize the following for oversight & possible further investigation from federal agencies to look into:

1. Stimulus Funds & Unemployment Benefits:

Since February/March many citizens of Guam have been unemployed, furlough, or reduced hours due to covid-19. Yet up to today (May 4, 2020) the citizens of our island have received little to no assistance from our local government despite even our senators attempts to help us. $118 million of Federal Relief Aid is available and ready for use. However the Governor refuses to use any of those funds to even for stimulus check to the citizens last stating she is waiting for federal approval of her plan. To add as well she vetoed to be transparent or at least give date on when the request was sent to the federal government.  Individuals on social media have been posting about how if the money continues to sit in the bank(s)  the more interest will collected. Enough is Enough. How can our government expect us to trust them with those funds especially after the most recent issues like the scandals at the quarantine sites & the silencing of the media during the press conference on April 30, 2020. We are tired of waiting for the assistance and hearing it's being delayed. Only roughly 15% of the total population in Guam received a stimulus check. Not including that within the 15% who collected is individuals who did not receive their full amount due to starting with 2018 tax returns rather than 2019 as stated by federal guidelines. Mean while the US IRS has sent out stimulus to over half the country! Based on these reports, comments on social media from the public on govguam, and other sources we have cause for concern. We who support this petion request Federal oversight on proper usage & accountability of the funds, and request an explanation or reasons to the delay of the funds!

2. Silencing of the Media:

On Thursday April 30, 2020 during a daily brief conference some of the reporters were muted in mid sentence when asking a question about the quarantine scandal or were denied an answer for attempting to ask any questions in regards to the release of the stimulus funds. While the Lt. Governor formally apologized on May 4, 2020 and it is appreciated but the fact it took 5 days for anyone to apologize for disregarding the Constitutional rights to freedom of speech & freedom of the press is concerning. Their reasoning for the mistake that occured by the Policy Director is disappointing. Even if the intent was to mute them after the reporter is finished speaking to prevent feedback issues it still took 5 days for any official word on why it even happened to begin with. Thus making many of us question the legitimacy of the apology & reasoning by the govguam. We who signed this petition request Federal investigation into the matter & Federal oversight to ensure freedom of speech & freedom of the press being possibly oppressed does not occur again and can be held accountable for violations. 

3. Scandals over govguam officials stay at designated quarantine sites!

As many media outlets have been reporting several high ranking officials have been staying at designated quarantine sites at our tax payers expense & possibly some federal expense. Reports even came out that some if not all stayed most costly rooms at the hotel quarantine sites. Even reports stating that they had no covid-19 related issues or traveled anywhere that would comply with the need to stay at a quarantine site. We want to see those individuals be held accountable for their actions and pay all expenses back. While a local investigation into the issue would be highly recommend it would be hard to trust a local investigation when high ranking officials of govguam are involved in this situation. Due to the same reason we have to question the current oversight of the operations and those involved to why this was allowed. Reports indicate as well a concern with public health on the matter of the recently resigned Chef Of Staff. He did only stay one night however tested negative the next day and was immediately released. While most stay for approximately 2 weeks before getting released. While it can be understandable in the idea of him "essential" he still should of waited at home and be retested in 72 hours before given a clearance. We who support this petition request for Federal investigation into this matter to ensure there is no "pari" system or personal interest involvement during the investigation. We also request Federal oversight to these quarantine sites and ensure it is being properly managed, up to public health standards, & accountability of all funds being used. 

While there are many other concerns many of us have about our government we focused on the main concerns of the public.
