Jim McNeil started this petition to federal government of canada

The world is literally swimming in plastics and packaging waste. The Canadian containers & packaging market had total revenues of $13.8 billion in 2016. Virtually all of these sales are at the manufacturing level, and does not include additional costs included in the retail price of transport, taxation, distributing, retailing or profits and overhead. The 13.8b does not include packaging costs for imported items which would make the total substantially higher.

In 2016 Canada's population was 35,151,728, therefore the cost per person at the manufacturing level in 2016 is about $392 per person - just for Canadian supplied packaging. Once transportation, profit, overhead, wholesaler distributor and retailing profits and subsequent taxes are included the total could be three to five times as much.  Yet consumers have no idea how much the packaging costs them or how much it costs to discard what could be a significant percent of their purchases. It could be that Canadians spend three to five times the $392 for the packaging component of their purchases once these additional costs are included. An average family of four is facing at least $1600 per year to fill their garbage and recycling bins!

Imagine having a business selling a product that nobody really knows how much it costs, yet you can sell over 14 billion worth every year. It’s a great business without anyone knowing.

My proposal is to have every packaged item display on the price tag (as a percent) the cost of the packaging. This number can easily be supplied by the manufacturer as it’s a cost that they are constantly aware of. The factory invoice would have an extra column showing the percent the packaging costs at their shipping dock. This unaltered percentage cost would flow through to the end user as a percent.

It would be extremely easy to implement and would only require this percentage cost to be included in the transactions and the percent included on the price sticker. An example: 500ml Bottled water; $.99/72. Bottled water would have a very high packaging price as water and the expense of supplying/filtering etc. is minuscule compared to the price of the PET bottle and cap.

Once people are aware of their wasteful use of their hard earned money, they will look to alternatives and the packaging industry will have to improve the efficiency and costs of their hidden market.
