Garnish wages on Federal Employees

The Department of National Defense does not honor any new court order agreements. This is part of their policy. Now I as a single mom, struggle with these policies they have and how they do not abide to court order agreements, but a civilian would have to abide by. It has come to my attention, with my own personal experience that all DND employees are aware that any new existing order's they are "untouchable". This does not just affect single mom's, but single father's. I can provide an example of how this looks. Let's say your child support was $300.00 based off the mother or father's taxes, then you find out that the amount should be say $ 1000.00. You get a new court order for back dated support, the military will NOT garnish their employee's wage. But, if your ex was not employed with the federal government or a DND employee they would have to.
Now I understand that they serve our Country. But what's the way side of this, they are gone for month's, home away from their families, and then they still don't have to be accountable for their children. It's the kid's that have suffer from these long lasting effects, not just the parent's. Something needs to be done. It's for ALL those single parents out there!!!
My ex husband took me to court and sank me $8000.00 in legal fee's for the court order to remain the same. I was awarded just a tad over $ 2000.00 back. He won't pay it, not only will he not pay, DND will not garnish it back, even though it is COURT ORDERED by a JUDGE that he has to pay. He called MEP and told them he would pay $ 25.00 a month towards said balance and said because I know you can't garnish my wages. He took $ 8000.00 away from my pocket to feed our girls, that he see maybe 20% of the year if we are lucky. He make's three times the amount I was making.
I know I am not the only one that has suffered but this needs to change.
