Fixed 4 year terms for Australian government. Parties fined to change leader/PM in term 1

The repeated changing of elected Prime Ministers in their first term by parties more concerned about their own short-term survival than the concerns of the Australian people.

The Federal governments 3 year terms are far too short, compared to government worldwide (eg the US and UK have 4 or 5 year fixed terms). Governments can pick and choose when is best for them to go to the public, and short terms encourage short term thinking thus important issues such as climate change are not tackled.

Also, charging the governing party the full costs of changing leaders in their first term, estimated at $5million for Kevin Rudd, would encourage them NOT to replace democratically elected leaders.
