The number of phishing, misleading, or threatening phone calls has increased on a dramatic scale in recent years.  In order to stem this flow a law or regulation needs to be put in place that prevents carriers from allowing a customer masking their phone number with one they don't own.

Any phone number that is inbound from international sources would be required to display an international number with the appropriate country code to the source.

Off shore call centers would be registered to a company that has a purchase phone number within the United States and thereby be able to bypass displaying an international code.

Digitally sourced phone numbers would not be able to enter the domestic call network unless the number they are displaying is registered with the company passing the call into the phone network.

These regulations would force the misleading calls to pay for a phone number before they can place a call.  This payment history would allow for better tracking of calls and also allow law enforcement a cleaner method of identifying calls that violate individual rights of citizens be they impersonating federal authorities or threaten people in order to extort money or information.
