The 2nd Amendment reads, "shall not be infringed" yet anyone EVER convicted of a felony (myself included) is infringed upon every day! SOME people shouldn't be allowed access to firearms;for a time I was one of those too.like so many others my criminality was an aberration rather than a representation of my moral compass.mostly as a result of addiction and my only real criminal behavior. Now 5 years later I'm a productive member of society, with stable home, job and finances. I've had my civil rights restored and qualify for restoration of my gun rights. Restoration of my state gun rights should be a mere formality of appearing before a Circuit Court  judge in VA. The process for Federal rights consists receiving of a Presidential Pardon or waiver from the Bureau of ATF. The problem is ATF no longer allocates funds for the requisite background investigations needed to justify such a waiver. Between 1982 and 1992, the ATF restored the gun rights of about 7,000 felons. Since 1992, however, Congress hasn't appropriated the funds needed to process these applications. In response, the ATF stopped processing them.
