All children have the right to high quality childcare and preschool at a licensed facility that has committed to providing care and education to our youth. 

To do this, we believe that current childcare rules and regulations need to change. 

1. All people caring for unrelated children should be licensed. This includes stay at home moms(SAHM) and current unlicensed providers. Currently the Oregon childcare licensing allows someone to watch up to three unrelated children (regardless of age and despite the number of children they currently have themselves) without a license. These providers do not currently have to take any training on child development nor something as important as CPR/First Aid. Which we all know proper training. Parents have the right to know their provider is up to date on the life saving safety trainings, as well as, any injuries or rule violations. Parents have access to all this with licensed providers, but not with those who are not licensed or monitored by the state. 

 

2. Requiring participation in Oregon's Quality Rating and Improvement System (SPARK) to be eligible to receive DHS ERDC payments. These funds should be used to help low income families access high quality early childhood education that they otherwise would be unable to access. u No provider should be eligible to these very limited funds that have not made the commitment to providing high quality childcare and early education to help our children get a proper start in school and life.
