English proficiency tests like TOEFL and IELTS are used by many countries for migration purposes and this is a stress for many, many people around the world. 

We found strong evidence, that these tests are used as a gatekeeper: they deliver arbitrary results to keep people out of the country and these people have to pay several times to make the test. 

We believe, this is an unfair system and want to change this: If a country uses English proficiency just to keep people out of the country and the real decision is not done by the test results but by a lottery, countries have to state this clearly and not force people to pay for tests they indeed cannot pass.

The goal of this petition is to force governments to reveal the real rules for migration and not advance a "fair" migration system by using "objective" language skills tests which are infact neither fair nor objective. 

It's a big business: the test providers win, the countries win, people lose money and self confidence. This has to be changed.
