We, the undersigned, a close-knit community of off-highway motorcycle enthusiasts, submit our humble appeal for better access to Pennsylvania’s ATV trail system.

The Department of Conservation and Natural Resources (DCNR) develops and maintains 267 miles of diverse ATV trails for recreational use within the Commonwealth’s forest system. Sadly, only one of the 11 ATV trails is is open to off-highway motorcycles (OHMs). The lack of OHM trail access stems from the DCNR’s registration requirements and current law. With very few exceptions, ATVs operating on state forest trails must be registered and insured, but current law provides no means to legally register an off-highway motorcycle. However, with your support all of that could soon change!

Two bills have been introduced in the Pennsylvania State House and Senate for the 2021-2022 regular session that would amend Title 75 of the Pennsylvania Consolidated Statutes and provide a means to optionally register off-highway motorcycles with the DCNR for use on public ATV trails.

Opening registration to OHMs will provide revenue for further trail development and maintenance, which translates to better trails and more riding opportunities for all, NOT just motorcyclists. Additionally, these laws have the potential to create a marked increase in recreational tourism in Pennsylvania and bolster the economy of the state and local communities with revenue generated from off-roading expenses such as lodging, dining, fuel, and ATV parts and service.

  1. We urge all in support of HB478 or SB1045 and the privileges and benefits pertaining thereto to show your support by signing this petition.
  2. Share this petition with all persons and groups who may be interested in supporting this legislation.
  3. It is critical for the success of these bills that you reach out to your local legislators. Explain why this legislation is important to you, your local communities, the local communities supported by off-road recreation, and the state. Kindly implore them to support HB478 and SB1045.
