Russian Federation keeps committing more and more war crimes and other crimes incompatible with letter and spirit of UN Charter, sitting in UN Security Council with right of veto, while UN Charter article 23 still mentions non-existent USSR. 

The rights and obligations inheritance of USSR by Russian Federation was not properly made, there is no UN Assembly resolution about that.

Russia got their seat in UN Security Council, UN Assembly seat, and UN membership in general just because of letter sent by that-time president of Russia, Boris Yeltsin, to the UN Secretary General, in December of 1991. There was no objections about that, but that letter was not ever discussed properly in UN Assembly. There was no UN Assembly vote whether recognize Russia as USSR successor or not.

Regardless of all legal paperwork and lack of it described above, Russian Federation keeps stay non-accountable for their war crimes and other crimes against humanity. Russian soldiers committing all these crimes by direct order of their chain of command, including Vladimir Putin, yet another bloody dictator.

Due wide involvement of  various state agencies, services, and ministries of Russian Federation and their divisions across regions, in committing various war crimes  and other crimes against humanity across the globe, and due usurpation of power in Russia by single political party "United Russia", there is no practical sense to say that some part of Russian government or regional authorities are not involved in the crimes mentioned above.

The outcome of all circumstances listed above is following:

1. the mere membership of Russian Federation in United Nations, and especially its illegal taking seat in UN Security Council as a permanent member with the right of veto, being even NOT listed among UN Security Council members in the UN article 23, this poses direct threat to mere existence of humanity.
2. the Russian Federation degraded beyond repair and any solution to current situation should include full disarmement, disbanding, and expelling Russian Federation from UN, and ending its existence.
3. It is especially important to expel Russian from UN, disarm and disband Russian Federation to send a clear message to other remaining dictators that there is no way to commit war crimes or crimes against humanity and stay unaccountable and avoid any punishment.
4. Without performing the mentioned steps, especially without expelling Russian Federation from UN it is impossible to use UN authority and its institutions to solve any world problem, from punishing other dictators for their crimes to solve problems like energy and food security or deal properly with a pandemic at UN scale or solve other problems requiring planetary scale of coordination and cooperation.

The goal of this petition is to collect 1 million signatures as symbol of people unity to show UN member states that it is time to use UN for what it was created for, by making it usable again, via expelling the terrorist state - Russian Federation, from United Nations,
