On August 11th Etsy will require all sellers to provide proof of tracked shipping for orders over $10. At the same time, they’ve explained what the benefits are they have made in non-optional. Many sellers create custom digital items, and there’s no format for them to work around this easily. Many people are happy with using stamps and cheaper options, especially when selling paper products.
Etsy is also using this as a way to get more people to buy labels through them. What they call “just a way to keep track of things” is a way for them to increase their pay on top of the money they get from hosting us. 
Etsy has never provided support to sellers if a product goes missing. It has always been the sellers' responsibility to be accountable for their shipping and customer service issues. Therefore there is no apparent reason for Etsy to require sellers to adhere to a way of doing things that they never have to handle. 
Etsy has proven to be difficult with providing updates, clarity, and support. They are adding confusion.
