My wife is incapacitated with a hip issue.She had a hip replacement 5 years ago and was in a wheelchair for a period of time -we applied for a blue badge at the time(another story there !) but it was turned down on the grounds it was operable and therefore temporary. As it happens at the time due to misdiagnosis my wife was unable to walk for a period exceeding 16 months prior to the 3 month recovery from surgery.Recently (3 mths ago) the hip replacement had deteriorated so has been in a wheelchair again(Surgeon insisted she must not walk) - had a first op 6 weeks ago to put a temp concrete disk in place of the head of hip.Is due to have a second op in 2 weeks to replace the head but will need a 3 month recovery.I believe in such circumstances it needs to be a medical decision (not a local authority one) and my wife's surgeon should have been able to issue a temp blue badge . There are numerous "operable" conditions that would also warrant this likewise IMO
