The public have been issued fines from Essex County Council, due to poor public awareness and unclear road signs/markings for using roads (North Hill and Queen Street) in Colchester Town Centre. In March 2013, the council introduced measures to reduce the amount of traffic in Colchester town centre. This was very well publicised. In April 2013 the measures were scrapped, allowing the public to once again use the roads, again, the public were aware of this. In October 2013, only certain elements of the previously suspended traffic regulation orders were reintroduced. This was poorly publicised and has caused mass confusion. The signage and road markings are unclear (some signs obscured by other signs, etc) and inadequate, possibly even unenforceable.
