The Right to Fair Price for Utility Services Under California law, landlords are not allowed to profit from providing utility services, meaning that landlords are only allowed to cover their costs when billing for utility services. Thus, a landlord is only allowed to charge the same amount as the utility company when billing for services plus a small fee for creating the tenant's invoice and managing their utility account. When a landlord decided to charge a small fee for managing the tenant's utility account, they cannot charge the tenant more than what it reasonably costs the utility company to handle account services.

Vista 99 makes $13,850 a month by offering mandatory Trash Valet service ($25 per unit x 554 units).

We think, that:

  • The service should be optional as we are being double billed for trash - once by the city and now by the complex.
  • The 'Trash Valet' isn't being managed. There's trash in the hallways constantly. It is ruining the value of the complex the halls smell like trash. Soon there will be bugs and rodents!
  • Many of the tenants don't comply to the guidelines for trash removal (hence the smelly trash constantly in the halls) and now the complex wants us to police it.
  • Some tenants come back home late and miss garbage collection time frames (5pm - 9pm).
  • Those who live close by the trash room don’t mind dumping trash directly there without Valet Service.
  • This is highly unacceptable when we pay (a considerable high rent I might add) for the property to be run.

If we get as many people as we can to complain and demand something be done we may just get this removed. If not I think we should take this to the Fair Housing Authority and file an official complaint.

$25 a month is $300 a year, you'd better spend this amount for Christmas 2020 gifts, than for your trash.
