Subject: Ensuring Inclusive Decision-Making, Sustainable Funding, Equitable Access, and Conflict-Free Contract Management for Early Childcare Programs 

  

We, the undersigned, petition for the following measures to be implemented across Pennsylvania regarding the early childcare industry. 

  

1. Inclusive Decision-Making: 

   - Mandate the inclusion of program administrators, owners, directors, and teachers when appropriate in every decision-making process concerning licensing, state funding allocation, and policies impacting early childcare programs. This will ensure that those directly involved in providing care and education to our youngest citizens have a voice in shaping the policies that affect their operations and the children they serve. 

-Include providers in the decision-making process, which includes reviewing the vendor performance holding the Title 20 contract, including, but not limited to, timely invoice settlements and consistent communications. 

  

2. Sustainable Funding and Wage Policies: 

   - Guarantee increased wages for early childcare educators and staff, promoting a thriving and sustainable childcare workforce. These wages must be livable, reflect the current cost of living, and recognize the critical importance of early childhood education and care. 

   - Establish funding structures that support the sustainability of childcare programs, ensuring we can continue to provide high-quality care without financial strain. 

  

3. Equitable Access to Funding Opportunities: 

   We demand that no policies created at the federal, state, or local level tolerate the exclusion of early childhood educational programs from accessing braided funding opportunities, such as PreK Counts, Head Start, and Early Head Start, solely due to pending quality assessments. Programs meeting all other requirements should be granted provisional access to these funds while quality assessments are underway, ensuring no disruption in the services provided to children and families. 

   - Ensure that the criteria for accessing these funds are transparent, fair, and supportive of continuous improvement without penalizing programs actively working towards quality enhancements. 

  

4. Conflict-Free Contract Management: 

- OCDEL ensures timely payment during contract transactions. There should not be a blackout period for providers. It must be handled behind the scenes.

   - Prohibit any federally, state, or locally funded contract holder from delivering contracted services to any other Early Childhood Education (ECE) program, whether private or publicly funded, when there is a conflict of interest at any level. This includes but is not limited to, programs funded by Title 20 or Child Development Block Grants (CDBGs). 

   - Require contract holders of Title 20 or CDBGs to notify the public of the contract length and hold public meetings to answer questions regarding transitions, payments, and next steps. Additionally, contract holders must notify all contracted programs no less than 90 days before the end of their contract term of any proposed changes in the delivery of payments to settle final invoices. 

   - Mandate that Title 20 or CDBG contract holders establish a strategic transition plan that supports a smooth transition to the new contract holder, ensuring continuity and stability for all affected childcare programs. 

-Share the continuum of care from OCDEL and any vendor holding the Title 20 contract with all providers participating in subsidy grant contracts.

Early childhood education is a foundational element of our society, significantly impacting children's development and future success. Ensuring that the voices of those who operate and manage these programs are heard in policy-making processes will lead to more effective and practical regulations. Additionally, fair and adequate compensation for childcare professionals is essential to attract and retain qualified staff, thereby improving the quality of care and education provided. Equitable access to funding opportunities ensures that all programs, regardless of their current assessment status, have the resources to serve children and families effectively. Finally, managing conflicts of interest and ensuring transparent, strategic transitions between contract holders will foster trust and stability within the early childcare system.
